I have a Linx 10 tab with Windows 8.1. Fullscreen works fine here. Turn off auto rotate screen.

Maybe try updating the graphics drivers using Intel's driver update utility....

Or copy the rdb from Config to the emulator folder. Without a blank line, settings get corrupted.

Move it to C:\Project64 2.3, or User\Project64 2.3.

I didn't think you could use command line to open roms with pj64.

There is problem with PAL since VI refactor many months ago. Try turning Frame Buffer Emulation OFF.
Or try reverting to Public Release 1.2.

Also, best to use PJ64's Glide64 plugin with this game (no black lines). It looks better if you go into configure graphics and under Emulation Settings, select Force Bilinear for the filtering mode.

Works ok with latest Project64 2.3.2 version. I needed to turn off Fixed audio timing though. It slowed down and stutters with fixed audio timing on with Jabo audio plugin.
