FIXED!
Just tried doing what I said: messing with the NVIDIA settings. I manually disabled every type of filtering the NVIDIA panel was already doing for the program - just for project64....

OOT on new laptop: where are my textures!?
My old laptop broke earlier this year and it ran Ocarina of Time beautifully... and now on my new laptop, even after messing with every setting, it looks like... *sigh*... this.
