Nope,the "half frames" codes are the closest i've got to it,but those only change the sync-based frame rate.
The idea of those working correctly like in Mupen64Plus AE is that they make the sync rate an absurdly low fps with 20 as the value so it over-compensates with non-existant load times and killing off shader stutters in the case of GLideN64.
Conker is the most impressive example with areas loading as you enter them,and undelayed cutscenes.

If only someone could find the equivalent of these for Gamecube and Wii games to get rid of Dolphin Emulator's stutter on Android and non-existant load times as a bonus.
