Can't Connect Any Controllers including Keyboard

I've been messing with this for hours. Every time I click on the Rom I want to upload, it starts and then pops up on the screen that I have no controllers connected. I am trying to play OoT randomizer. Project64 will let me put the controls into the page where you set up which key goes in the right spot and everything, but as soon as I load the seed it won't let me use any kind of controllers. I've tried connecting my playstation 4 controller wirelessly, I tried plugging it into the computer, I have tried just using the keyboard...nothing works. Is this a rom issue or is it Project64?
