FAQ and loading textures v2.2.0.3

Maybe it's because I'm still using XP but the FAQ page loads empty on both Firefox and IE. I'm trying to load hires textures on ver2.2.0.3. I've tried Using Glide64 and Rice's plugin doesn't even show up in the list. I cannot locate a "load hires textures" anywhere.
