Almost impossible, with the technology we have now. Even if it were doable, emulation speed would be INCREDIBLY slow.

I have Mupen64 on my Android and it runs well with some games, although the sound isn't synchronized with the game.

Yes, new phones and most Tablets made 2011-onwards can emulate N64's pretty well using the Mupen emulator for Android, but it isn't perfect, and as mentioned before, sound synch is an issue.

For games like SM64 it worked fine for me, just touch controls are a real pain to use, so you probably want a gamepad of some kind.

Performance-wise you'll probably be getting full speed on most games if you have a good spec device. Heck, Androids now can even emulate Gamecube games at a few FPS, and can emulate Dreamcast games at playable speeds.
