xbox360 controller with "no controller detected" problem

for some reason my xbox 360 controller won't work, I've tried settings with "exable xinput" and with "plugged"
but it won't work for some goddamn reason, have you encountered this problem? if so, how do I fix it?

Does it work with other programs? Does a keyboard work?

literally nothing works, it still pops up the "controller not plugged in" message
