Emulator does not launch

Version 2.3 of Project 64
Windows 10
Well this is almost all that I know, my friend try to play but this version of emulator wont start (1.6 is still working for him).
So, when he launch he get message:
"Exception
Exception caught
File:.\main.cpp
Line: 99"
Is there something that he can do to use latest vetsion of P64?
