Default Loading empty savestates

I can't figure out how to load an empty savestate. Games all have the option (I think) to delete a savefile so it's not that important but it's still weird that you can't ever completely start over without deleting ALL savestates from the folder.

The very first time you start a ROM you don't have any savestates, right? But after the first time you used a savestate, there is no going back. When I load the ROM, it will automatically load the last savestate and I can't load an empty savestate either (not to mention that there might be no empty savestate). So the only way to not use a savestate that I can see is to delete all of them from the folder.

I'm pretty sure there's a setting for that and i'm pretty sure it isn't the default. Unless you are not talking about savestates but savegames (as in battery saves) in which case yes this is expected behaviour, you aren't going to solder off the internal battery and attach a new one each time you want to play a game on the real cartridge either, so I don't know where you are going with this lol
