Need help failed to open file!!!

I have been opening rom files outside of pj64 without problem for years and recently after doing a clean wipe and reinstalling win 7 64, now when I click a rom I get the "attempt to open file failed" message. I'm using exactly the same hardware and software before and after the os install. What happened? I wouldn't have posted this but didn't get an answer after going through mostly every google result on this subject.

Please need help with this. All my roms are good and check out fine when opening inside the emulator. Just not outside and I have shell integration on

Did you re-install Project 64 1.6 using the setup?

If not that may be your problem.

Or another possibility is that Project 64 doesn't have admin access, and can't write the file associations to the registry.

I tried that still getting the message. Anything else to try?
