Do onboard Graphics work? Getting Plugin Errors [Pj64 2.3.2.202]

I'm using a Panasonic Toughbook CF-19 (i5 540UM 2GBs Memory) and it says I have plugin issues. Clean install of Win7 with a Product Key, I just updated everything and downloaded DirectX already.

I'm getting error code: 8876086A D3DERR_NOTAVAILABLE something else saying "Cannot open ROM because plugins have not successfully initialized."

I've checked my plugins folder and under graphics/GFX there're plugins there, I just don't know if they're the right ones or they need tinkering or something. I'm new to emulating, what's it I have to do? Or can this old laptop just not hack it?

Did you install DirectX9 redist?

You may also need to install VS2008 redist. If your using the download from Project64. http://www.pj64-emu.com/downloads/func-startdown/125/

I did that and I think I ended up with an error following

You can diagnose DirectX version and support issues by running dxdiag.
