PJ64 Issues w/Windows 8.1

Greetings everyone,

I downloaded PJ64 v1.6, installed it and I click to open and nothing opens , my task manager doesn't show being opened either. I googled for answers, I disabled DEP and checked for compatibilities to no avail... and so far nothing.

Does anyone know what else I can do to make this program run?
