Mystical Ninja Problems Again

I know everyone is sick of hearing problems with this game. But can anyone reupload the file "RiceVideo5.9.9.txt"? It was from here (Can't post the full URL apparently).

Everytime I try and download it, it stops with just a few bytes to go. And I'm convinced it's the only way I can get the game to work right without slowdown and audio problems.

I have version 1.6 and 2.3. Both of them, I used Glide64 final, and I'm perfectly fine, indoors. But anytime I step outside, the slowdown hits. I assume it's the sky.
