I think the version of the PJ64 you have is not compatible with windows 10 at all. Try a higher version.

WELL DONE user! I can select my games! Granted, as I explained, using a Retrode I can only choose 1 game at a time, but YES! I can choose it! Now my only lingering issue is an inability to use Jabo's default video plugin (which by all accounts is a Windows 10 issue unfortunately). Now I know many have seemed to move on from it, but I'd still prefer it for most games as it's widescreen DOESN'T have any kind of border, but even if it didn't Jabo's, IMO, looks "cleaner" than other video plugins like Glide or GLideN64 (great plugin, BTW). However, the BIGGEST reason I prefer to use Jabo's video plugin is that I have many MANY texture packs for various games with many MANY texture files within.

Default Some Progress (to those whom apply... if any)

To sum up, choosing Jabo's latest video plugins causes the emu to improperly work. Namely you can't go full screen using said plugins as you'll get an exception issue. Within the past week or so Microsoft has released a major update to Windows 10. With this update comes good news. You can go full screen using Jabo's video plugins! However, the emu crashes and is forced to close when exiting full screen.

Those may say that Jabo's plugins have been surpassed by others and to a degree I agree. However, the only reason I use Jabo's video plugins is SOLELY because of the texture packs I've made using the plugin. A number of years ago I chose Jabo over Glide as, IMO, it's speed in loading textures seemed VASTLY superior to that of Glide's. So I guess, for the time being (or maybe from this point on?), anyone like me will have to save state if you'd need to leave full screen as to not lose any game progress.

Why not just compensate with the largest window size that fits closest to your screen's height and width in windowed mode?

Well, trying Project 64 2.2 seems to resolve the new issue I'm having. A minor issue remains in that ANY setting past OFF for Full-Scene Antialiasing makes the game's character models look like they've exploded into stars in full screen, BUT I can enter and exit full screen without issue otherwise. All things considered, I can live with this.
