Cannot Access the Debugger/Can't add Cheats.... Why?

I uploaded a new version of Project 64 (version 2.4.0.1361...) days ago. Once I start playing Turok 2 S.O.E., I want to add some cheats. So what happened was I went to Settings on Options, then I unchecked Hide Advanced Settings, I clicked on the word Advanced, checked the Enable Debugger, and clicked Apply or OK.

The problem is where is the debugger? It's not on the screen or I can't touch it somehow. I went back to Settings and somehow the Hide Advanced Setting was rechecked automatically. I cannot access the debugger. Plus I can't add cheats anymore. Can you guys fix this? Thanks!

Make sure you have write permissions/are running as Admin.
