Default Lag Problems - Mystical Ninja Starring Goemon

Hi everyone. I'm not too tech savvy, but I'll do my best to describe my issue and listen to your suggestions. I hope I'm posting this in the right place.

Right now, I'm using Project64 2.3.2.202 to play just a couple games. I only have lag issues with Mystical Ninja. I've read that it's a graphically intense game and my computer is not too strong, but I can run skyrim well enough so it seems off that an N64 game would be so laggy. I've tried messing with the plugin settings using Jabo_Direct3D8 and Glide64, but it doesn't make a difference. I installed RiceVideo (unofficial) in the plugin folder but it isn't showing up in the graphics plugin options for some reason. I tried moving the files to the GFX folder and my ROM directory folder, but it still doesn't show up in the settings. I'm not sure it would help anyway. I've turned on the CPU usage display and the only thing that seems bad is the GFX. Whan I stand still, it sits around 10-20%, but when I move/fight, it jumps to 80-90%. Is my pc just too crappy to play this game? I'll post my other specs, but I might just be out of luck with this one.

OS: Windows 10 Home 64-bit (10.0, Build 17763)
Dell Inspiron 5759
Processor: Intel(R) Core(TM) i7-6500U CPU @ 2.50GHz (4 CPUs), ~2.6GHz
Memory: 8192MB RAM
DirectX Version: DirectX12

Graphics card information: Radeon Software Version - 17.7
Radeon Software Edition - Crimson ReLive
Windows Version - Windows 10 (64 bit)
System Memory - 8 GB
CPU Type - Intel(R) Core(TM) i7-6500U CPU @ 2.50GHz

Just about any computer should be able to run pj64 at full speed, my guess is this is more of a problemsome game. Not sure that there's anything that can be done other than someone figuring out what's going on and updating pj64.

Your specs should be good enough. If there's a problem, it's just the software itself to blame. I suggest trying GLideN64 which is not the same as Glide64. The reason RiceVideo won't show up is likely because you are missing some dll. I wouldn't bother with RiceVideo for this game, unless GLideN64 runs poorly for you.
