Can't get two player to work with GC adapter

I am trying to play pokemon stadium with 2 local players, but It will not let player two do any inputs (but the game recognizes there are two controllers)

I have the GCN adapter driver and Vjoy. player one is working fine, but player one is also controlling player two (and it won't let me move up or down when player two is picking their pokemon)

both controllers and the adapter are working with dolphin so it must be a project 64 specific issue.

Dolphin is ment to use the adapter, try another program and see if they work.
