Can't customize keyboard shortcuts

I can't reassign keyboard shortcuts in 2.1. The settings dialog lets me delete a key from an action, but when I try to reassign it to another, it won't let me. This happens for any key that's already set to an action by default. The key will disappear from the list, but it never actually disassociates itself. This happens in Windows 8. Any workarounds or fixes?

This is happening on Windows XP too.
