How do I use texture packs

OK - downloaded RiceVideo Plugin. I have googled and checked out these forums and I still have no clue how to make texture packs work. I am using the most current Rice Video Plugin and 1.7 beta. Also is rice video plugin the best for texture packs? I noticed there were other plugins that support texture packs. Please help. I want to see Mario 64 in all its high res glory.
